What is Captiva’s Workforce Development Program?

Captiva’s Workforce Development Program prepares individuals for sustainable careers in IT, cybersecurity, and governance, risk & compliance. Using our Real Skills for Real Jobs® methodology, it blends instructor-led training, self-paced learning, hands-on labs, certification prep, career coaching, and employer engagement.
Who is eligible to participate?

Eligibility varies by program and its specific guidelines. In general you must meet the applicable criteria and complete enrollment steps such as eligibility verification, intake and assessment, an Individual Employment Plan, and a career-readiness evaluation. Program staff guide you through every step.
Do I need prior IT or cybersecurity experience?
+
No prior experience is required. The program opens with Phase 1 — Workforce Readiness & Technical Foundations — which builds digital literacy, computer fundamentals, communication, and time-management skills before any technical training begins. It’s designed for people starting fresh, changing careers, or sharpening existing skills.
How do I apply?

It’s simple: complete the Workforce Development Intake Application then meet with a Case Manager for intake, build your Individual Employment Plan (IEP), receive an admission decision (typically within 24 hours), and begin training once your course access is provided.
What are the SNAP E&T and EARN programs?
+
SNAP Employment & Training (SNAP E&T) and Employment Advancement Right Now (EARN) are Maryland workforce initiatives that help eligible residents gain the skills, training, and credentials to pursue employment — including technical training, career coaching, certification prep, and employment support.
What is an Individual Employment Plan (IEP)?
+
An IEP is a personalized roadmap you build with your Case Manager during intake. It reviews your career goals, background, existing skills and credentials, support needs, and any barriers to employment, then sets the training pathway that fits you best — guiding you from enrollment through to placement.
How long is the program?
+
It follows a structured 15- to 16-week model across four phases: workforce readiness and technical foundations; core skills and certification training (about 8 weeks); real-world application through labs, simulations, and a capstone (about 2 weeks); and career transition with job placement support (about 3 weeks).
Is the training online or in person?
+
Most training is delivered through a flexible online model you can complete at a manageable pace, with structured support. You’ll also have live instructor-led sessions, weekly Friday Q&A, virtual office hours, and career coaching. Some certification tracks may require mandatory live instruction.
Is there a minimum weekly participation requirement?
+
Yes. Participants complete at least 20 hours per week — about 80 hours per month — in approved activities. These can include coursework, hands-on labs, coaching sessions, job-readiness activities, office hours, and certification preparation.
How is my participation tracked?
+
Because this is a funded workforce program, participation is verified rather than self-reported. Activity is tracked through your learning platform records, classroom monitoring, daily attestation forms, certification-platform activity, attendance records, and Case Manager documentation. Only verified activity in approved program activities counts toward your required hours.
What happens if I miss a class or fall behind?
+
Let your Case Manager know as early as you can. Documentation may be requested for medical or emergency absences, and missed hours may need to be made up to keep your participation, eligibility, and good standing on track. Your Case Manager will work with you to get back on schedule.
